New Bilibid Prison inmate Herbert Colangco, among others, testified at the House inquiry on drug proliferation at Bilibid today.

The hearing was aired live on national television and online and was closely followed by Filipino netizens.

Here's everything what we have learned about the drug trade at the New Bilibid Prison and former DOJ Secretary Leila De Lima today, if the witnesses at the House inquiry were to be believed.

Former PNP Chief Inspector Rodolfo Magleo (first witness) says Peter Co, Jackson Lee, Alex Chen are few of the Chinese druglords.

Rodolfo Magleo says big drug deals reached ₱1 billion in three months, foreign drug lords had Filipino agents.


Magleo: Sinabi ni Sec. De Lima na aasahan daw niya ang aming pakikipagtulungan, hiningi rin niya ang cellphone numbers naming apat.

Magleo says that there was something "intimate" between Ronnie Dayan and. Sen. De Lima.

Magleo: I communicated with Ronnie Dayan by cellphone

MAGLEO:wala pumilit o nagbayad para tumestigo, wala ako galit kay sec. De Lima

Magleo: I think 2-3 million a month ang naibibigay ni Ampang Colangco kay Sen. de Lima.

Magleo: Maraming may baril sa loob ng NBP. Naglalakad sila may mga baril silang sukbit

Magleo: Sinasabi ni Jaybee Sebastian na malakas siya kay Sec. Leila de Lima.


TESTIMONY OF HERBERT COLANGO/ COLANGCO


DOJ presents 2nd witness Herbert Colangco. 

Colangco: I was born in Ozamiz, I only finished grade 6.

Colangco: Mas malaki po ang hawak ko. Halos 70% siguro nasa akin ang mga bigtime drug lords.

Sinabi ni Jaybee sa akin na tulungan daw namin si Sec. De Lima para sa pagtakbo niya sa eleksyon.

Colangco admits Sebastian talked to him so they can help De Lima in her Senate bid.

Colangco: Mula noong pinapirma ako ng hindi ko naiintindihan (English) nawalan na po ako ng tiwala kay Jaybee.

Colangco says Joenel Sanchez is De Lima's security aide, also involved in drug ops.

Colangco: Nagpapabango rin po ako kay Sec. De Lima. Ang usapan po namin ni Jaybee, tulungan ko siya sa pagbebenta ng shabu. Oo lang ng oo ang sinagot ko. 

Colangco: 3 Million buwan buwan po ang binibigay namin kay Sec. De Lima.

Colangco: The money given monthly given to then DOJ Sec. De Lima served as "PR Payola", according to Herbert Colangco.

Colangco admits former SOJ De Lima permitted him to bring 300 boxes of beer inside Bilibid. Ako lang nakakapagpasok ng 300 na boxes ng beer sa NBP, sa tulong po ng security ni Sec. De Lima. 

Colangco: 09178421931 ang cellphone number ni De Lima. Tinawagan ko siya minsan at naka-usap. Parati ko naririnig boses nya sa TV, kaya alam ko s'ya yon.

Colangco: Sigurado po ako na si Sec. De Lima po ang nakausap ko sa cellphone, nabosesan ko po siya.

Colangco identifying transacting with a certain "Maam Lens", who is allegedly De Lima's secretary.

Sec. Aguirre: The Globe number Colangco provided belongs to DOJ, issued to former Sec. De Lima as per DOJ certification.

Rep. Garcia looks over her contacts to check if the number (De Lima's no. according to Colangco) belongs to De Lima, says it is really hers.

Colangco: Financier po ako sa mga Chinese at nasa pinakataas na matrix po ako nung time ni Sec. de Lima.

Colangco: Ang pagkakakilala ko kay Sanchez ay bagman ni Sec. De Lima.

Colangco: De Lima's security aide collected beer sale proceeds.

Colangco: De Lima knew about beer deliveries in Bilibid.

Colangco says he collected ₱3M from big time drug lords in Bilibid every month to give to Sec. De Lima in exchange of allowing him to bring in contraband. 

Colangco: I began giving ₱3M to De Lima in October 2013.

Colangco: I talked to De Lima in January 2014.

Colangco says he talked with then Sec De Lima over the phone through a certain number. Line constantly busy as of press time.

Aguirre reads certification: The number mentioned by Colangco belonged to DOJ and paid by De Lima from Dec. 2012 to Oct. 2015.

Colangco: Former BuCor Chief Bucayo got ₱1.2M per month.

Herbert Colangco clarifies his last name is really "Colango" but opted to use Colangco as well because he has repeatedly been called as such.

The House Committee on Justice will begin its own probe into the alleged proliferation of drugs at the New Bilibid Prison while Sen. Leila de Lima was Justice Secretary.

Leila De Lima walked out of Senate's session hall on Monday evening's session as Senator Alan Peter Cayetano was giving his speech.

Senator Cayetano was talking about De Lima's witness Edgar Matobato who testified against DDS last Thursday at the Senate's hearing on drug-related killings. Leila De Lima heads the Senate's Justice committee, the one which handles the case.

De Lima later on explained the reason why she walked out of the session. She also added that she will just give her own privilege speech on Tuesday.

Moments after she walked out, Senator Manny Pacquiao filed a motion that paved the way for the ouster of De Lima from her post as the chairman of Senate's Justice Committee. The Senators then voted 16-4 in favor of De Lima's ouster.

Senator Dick Gordon was then voted to take over De Lima's post.

PTV has reported on its Facebook page about the letter of apology that Senator Antonio Trillanes has sent to Senator Alan Peter Cayetano.

It can be remembered that Thursday last week, Trillanes tried to stop Cayetano from interpolating the witness Edgar Matobato who then testified about DDS.

Trillanes shut off the mic of Cayetano to prevent him from being heard. The unruly demeanor received negative reactions from netizens and even prompted 230 PMA alumni to issue a condemnation letter.

The letter was sent to Senator Cayetano on September 19, 2016 at around 9 AM. The offices of Senate President Koko Pimentel and Leila De Lima were also sent copies of the letter.

It reads:

 Dear Senator Cayetano:

This is to express my apologies for my demeanor during last Thursday's hearing of the Committee on Justice and Human Rights. It was brought about because of the intense passion and emotion of the moment. Nonetheless, it was uncalled for.

Be assured that such incident will not happen again.

After the news of his apology broke out, netizens were quick to cite senate rules which might have compelled Trillanes to issue the apology.

[UPDATED] Maj Filemon Tan, spokesperson of Western Mindanao Command has reported on Monday, September 19, that terrorist group Abu Sayyaf has released 2 Filipino captives.
 The sustained military operations pressure the Abu Sayyaf Group (ASG) and continue to result in the consecutive releases of the kidnap victims these past few days.

On September 18, 2016 at 10:30 pm, kidnap victims Daniela Taruc and Levy Gonzales were released by their ASG captors in Barangay Tiptipon, Panglima Estino, Sulu. Recovered by a concerned citizen, the released kidnap victims were sub-contractors of a Telecom company and employees of Power City Corp who were kidnapped by undetermined armed men in Barangay Timpook, Patikul, Sulu last August 06, 2016. The released victims were brought to the headquarters of the Joint Task Force Sulu to undergo medical check-up prior being turned over to the proper authorities.

The release is the result of the continuous effort of the Joint Task Force Sulu, led by Brigadier General Arnel Dela Vega, in its continuing focused military operations in collaboration with police counterparts to destroy the ASG in the province.

In a press conference in Davao City, President Rodrigo Duterte presented to the press the newly released hostage of the Abu Sayyaf Group (ASG) Kjartan Sekkingstad, a Norwegian national who was abducted by the terrorist group in Samal Island in September last year.

Duterte thanked peace adviser Jesus Dureza, former Sulu Governor Sakurtan and MNLF Nur Misuari for their efforts in the negotiations and securing the release of the hostage. Duterte said that the negotiation took longer, he is glad that the hostage is now finally freed.

Kjartan Sekkingstad was released by his captors to MNLF chief Nur Misuari around 2pm on September 17, together with 3 other Indonesian hostages which are now en route to Jakarta, Indonesia.

Sekkingstad also gave a brief statement thanking the Philippine and Norwegian governments. He said he is "happy to be alive and free."

Norwegian ambassador to the Philippines also thanked Duterte for his personal commitment to help the captive even before he assumed the Presidency.
